I bought my first full sized railbuggy at age 12, and started building my second at age fourteen. As a 12 year old, I learned how to operate my railbuggy very quickly and easily. I think your best bet is to get a used, full sized woodsbuggy that has mainly stock components, and as Roy said, just cut them loose with the proper safety equipment, and let them figure it out. They'll have fun and will be fine.
