Is it turning fast enough to start? Did you set the static timing? Any chance the cam is not timed to the crank?

i would look at the Distributors i have even taking the cap off and looking at the rotor and looking at the wires and then even looking at the rockers to make sure the Valve are closed, but if its turning slow sounds like its just 30 or more out if you have points static timing is the way to set the timing

How does it turn over by hand?
While the starter could be bad make sure the battery is good and the cable connections at both ends are clean. A missing/dirty transaxle to pan ground strap can also make it drag. Sometimes the battery cables can get resistance in them.
Its to hard for me to descibe static timing so I cheated and gave you a link.
