System is bus master cylinder with rear drums only (for now). Also running dual handle CNC Cutting brakes. Here is the problem: after depressing the foot brakes the brakes don't release. I have to crack a bleeder to release the brakes. The cutting brakes work perfect. Only when I press the foot brakes the lock up happens.

Check and make sure you have slack in the linkage on the cutters. i ran into that same problem a few weeks ago on mexican freds buggy. I had to shorten the adjustments in the cutter and it worked fine.

Do you have solid lines to the cutters, could have a collapsed line if it's rubber or braided.chad

No brake locks and solid lines to cutters. Everything is new. I removed the cutter handles so there shouldn't be any pressure there.

Thanks kevin f :!: My cutters was the problem. I had to actually screw the inserts out a little. The adjustments screws seemed fine it was the inserts which holds the plunger in. They were about one thread too far in. Also thanks for everyone else's reply. All were possible causes.
